I am curious what the state view is on developing a new area that happens to fall within a State Park boundary. I want to ask since the area is actually not visible/acessible for most park visitors...

I believe the rule is that bolts are not permitted unless they are permitted under a local management plan. Take a look at the regulation for rock climbing in State Parks:

Also, rock climbing is not allowed at all in certain areas. Take a look at the Land Classification System:

One of the rock formations near Fossil Rock fell under the classification of "Natural Area Preserve," and I believe all climbing was forbidden on that particular formation.
